Cloud migration in the GCC without losing sleep over data residency

Cloud migrations in the region rarely fail on technology. They fail on sequencing. A team picks a target platform, starts lifting workloads, and only then discovers that a class of data cannot legally sit where they just put it. Now the migration is also a re-migration.

Classify before you lift

The first deliverable of a GCC cloud migration is not a landing zone. It is a data classification. Which datasets carry personal or regulated data, which are residency-bound, and which can move freely. Everything downstream, region selection, service eligibility, backup topology, follows from that map.

• Residency-bound data pinned to in-region locations, including its processing and backups.
• A landing zone designed around those pins, not retrofitted to them.
• Managed services checked for eligibility before they become load-bearing.
• Disaster recovery that respects borders, so failover does not become a breach.

Elasticity is not the thing you trade away

The false belief is that residency forces you back into a fixed, on-premises mindset. It does not. In-region cloud capacity in the Gulf has matured to the point where most workloads get full elasticity while staying compliant. The constraint is not whether you can scale, it is being deliberate about which region scales which data.

Residency is a placement problem, not a capability problem. Solve placement first and elasticity comes for free.

Sequence that survives an audit

Classify, then design the landing zone around the classification, then migrate in waves that keep regulated data in-region at every step, including during cutover. It is slower to plan and dramatically faster to finish, because nothing has to be moved twice.
